Abstract
Inclusive digital transformation depends on whether mobile services remain usable for people whose abilities, devices, languages, literacy, and connectivity differ from the assumptions embedded in mainstream interfaces. This review develops a Saudi Vision 2030 framework for accessible mobile applications by synthesizing research published from 2020 to 2025 on disability, mobile accessibility, assistive technologies, usability, digital inclusion, and public-service adoption. A structured integrative review was used because the evidence spans human-computer interaction, digital health, software quality, and Saudi e-government research rather than a single experimental tradition. Findings show that accessibility is strongest when semantic structure, Arabic and right-to-left behavior, multimodal interaction, responsive performance, and recovery from errors are treated as one service-quality system. Evidence concerning people with visual, hearing, motor, cognitive, and age-related needs further indicates that compliance checks alone cannot establish inclusion; task-based testing with representative users and assistive technologies remains necessary [1-8]. The review proposes a closed-loop architecture in which user evidence, technical telemetry, reusable components, and governance continuously refine service standards. It also presents a staged implementation roadmap linking inclusive design to equitable access, trusted service completion, digital participation, and institutional learning. The central implication is that accessible mobile delivery should be governed as shared digital infrastructure rather than as a late-stage interface correction.
